RE: The tariff classification of steel strapping from Korea.

Dear Ms. Klausman:

In your letter dated August 1, 2002 on behalf of DC International Inc., you requested a tariff classification ruling.

The product to be imported is flat-rolled cold-rolled oscillated wound steel strapping. The strapping ranges from 0.015 inch to 0.029 inch in thickness and from ½ inch to 1-1/4 inch in width. You plan to import three grades of nonalloy steel strapping: 1015, 1022 and 1527. The strapping will be either painted with a non-water base paint or zinc paint or will be electrolytically plated with zinc.

The applicable subheading for the cold-rolled oscillated wound steel strapping that is electrolytically plated with zinc will be 7217.20.1500, Harmonized Tariff Schedule of the United States (HTS), which provides for wire of iron or nonalloy steel, plated or coated with zinc, flat wire. The rate of duty will be 1 percent ad valorem.

The applicable subheading for the cold-rolled oscillated wound steel strapping that is painted with non-water base paint or zinc paint and that contains less than 0.25 percent by weight of carbon will be 7217.90.5030, HTS, which provides for wire of iron or nonalloy steel, other, other, containing by weight less than 0.25 percent of carbon. The rate of duty will be 1.1 percent ad valorem.

The applicable subheading for the cold-rolled oscillated wound steel strapping that is painted with non-water base paint or zinc paint and that contains 0.25 percent or more but less than 0.6 percent by weight of carbon will be 7217.90.5060, HTS, which provides for wire of iron or nonalloy steel, other, other, containing by weight 0.25 percent or more but less than 0.6 percent of carbon. The rate of duty will be 1.1 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
